Agency Responsibilities 
FAA Role
The Federal Aviation Administration will be the lead agency in the preparation of the West Bend EIS.
The role of the FAA includes the following:
 
To determine the scope and content of the EIS.
 
To disclose the results of FAA's environmental analysis for those alternatives which will be evaluated in detail.
 
To fully and fairly evaluate proposed development in terms of consistency with applicable laws and regulations and to ensure that proposed development meets all requirements for safety, design criteria, and environmental analysis as required by NEPA.
 
To select, supervise and direct the FAA's EIS contractor to perform the work
As stated in FAA Order 5050.4B , FAA, as the lead agency, "ensures EISs clearly present the information needed for the public to understand the proposed action, its reasonable alternatives, and the potential environmental effects the action and its reasonable alternatives would cause."
Wisconsin BOA
The Wisconsin Bureau of Aeronautics (BOA) will serve as the co-lead agency in preparation of the EIS.
The role of the BOA includes the following:
 
To serve as the “Agent” for the Sponsor in accordance with the State Block Grant Program
 
To assure that the provisions of the Wisconsin Environmental Policy Act are followed
Other Primary Agencies and their Key Roles
The Draft EIS will be developed in consultation and coordination with numerous federal, state and local agencies . Many of these agencies which have jurisdiction by law or special expertise, or that have been authorized to develop and enforce environmental standards will have the opportunity to formally comment on the EIS. Key federal and state agencies that will be consulted with are identified below:
 
United States Army Corps of Engineers (USACE) - Wetlands and other Non-Wetland Waters of the US, Section 404 of the Clean Water Act
 
United States Environmental Protection Agency (USEPA) - Wetlands, Water Quality, Noise Impacts, Air Quality Impacts, Draft EIS Review
 
Federal Highway Administratoin (FHWA) - Highway Relocation Component
 
United States Department of the Interior (USDOI)

Bureau of the Indian Affairs (BIA) - Tribal Consultation

National Park Services - Section 4(f) Properties

Phase II of the West Bend EIS
is now underway.

The Memorandum of Understanding (MOU) for the West Bend Municipal Airport Environmental Impact Statement (EIS) has been approved and executed by each of the Cooperating Agencies.  The MOU outlines the procedures and coordination efforts that will be followed in the preparation of the EIS.  Cooperating Agencies serving with FAA on the West Bend EIS include: U.S. Army Corps of Engineers, U.S. Environmental Protection Agency, U.S. Fish and Wildlife Service, Federal Highway Administration, and the Wisconsin Department of Natural Resources.
