Phase II of the West Bend EIS
is now underway.
Phase II of the EIS process will take the project through the development of the purpose and need statement and identification of alternatives to be assessed. Phase II includes three major components as follows:

• Preparation and Execution of the Cooperating Agency Memorandum of Understanding (MOU),

• Definition of the Purpose and Need, and

• Identification and selection of the project alternatives, including those to be carried forward for detailed analysis.

The Draft MOU, which includes the guidelines for the proposed NEPA/404 merger process, is currently being coordinated with the Cooperating Agencies. Cooperating Agencies serving with FAA on the West Bend EIS include: U.S. Army Corps of Engineers, U.S. Environmental Protection Agency, U.S. Fish and Wildlife Service, Federal Highway Administration, and the Wisconsin Department of Natural Resources. Following review by these agencies, comments will be addressed and final edits to the MOU will be incorporated.

Also underway are data collection efforts, reviewing and updating the aviation forecast, and compiling supporting background information for use in the Purpose and Need Statement.
